Scope
COPPER TIGER develops the Defence healthcare problem statement, programme direction, operating model and information architecture. Care Hub is a potential rebranding of Programme Cortisone. All Defence settings and care partners are in scope, with distinct governance for every purpose. See the programme definition.
Current state
A draft programme decision brief supports the first priority below. It separates public evidence, proposed direction and open questions across the wider Defence healthcare case for change, desired outcomes and strategic decisions. Programme agreement remains outstanding; no detailed pathway is selected as the next priority.
The two linked governing questions now separate NHS-standard PRC continuity from development of the complementary internal DShCR. The 23 October owner direction expands the DShCR as a contiguous, longitudinal overview with authorised access to complete contributing clinical source records. Coverage, currency and permissions still bound access. 220
The supplier-agnostic internal architecture separates source records and the continuing PRC from the primarily read-only DShCR, IntP message broker, processing tools, HPD and EMPI. Two-way IntP exchange includes core clinical information for decision support within specialist source systems. Shared demographics are a critical EMPI requirement. Retained information, consultation capture and reconciliation remain business continuity options; no storage topology or product is selected. 212, 220
Foundations introduces these technology concepts in order. The operating model retains the programme's responsibility questions; further introductory expansion is on hold. Public evidence, proposed requirements and open design choices remain separate.
The national and regional map separates public evidence, proposed interfaces and discovery. England, Scotland, Wales and Northern Ireland have different services and participation conditions. This research does not establish approved Defence connections or a complete overseas/allied interface catalogue.
The existing wiki was preserved as first major release v1.0.0. Supplier profiles and market comparisons are retained in release history and internal working records, outside the current reader corpus. Original source bytes and source identities remain preserved. Human, agent, search and graph surfaces derive from the revised canonical content.
Active priorities
- Establish agreement on the evolving problem and strategic direction across the programme coalition.
- Develop the shared-record and platform requirements: content, identity, access, continuity and patient-facing options, using the focused discovery queue.
- Resolve purpose-specific national/regional participation and interface contracts using public evidence, then appropriate formal decisions.
These are programme-definition priorities, not a claim that organisational approval, stakeholder engagement or implementation discovery has occurred.
Evidence and limits
Public sources substantiate bounded facts. Owner direction and architecture synthesis are proposals. The validation queue records unresolved questions, evidence requirements and reopening conditions. Clinical service coordination and occupational health/readiness have only a marginal initial emphasis; all purposes remain interconnected.
The complete repository verification contract covers content, citations, schemas, build, browser behaviour, graph output, provenance and managed service identity. Generated receipts under output/verification/ record actual run results; this page does not substitute for them. The research log and source register track content changes and evidence.
