Lot 3 — Research and Development
Research checked: 17 October 2026. The proposed lot would help NHS England develop and test new capabilities and standards. Its estimated value is £54 million excluding VAT. The notice describes work from discovery through public beta; it does not specify individual projects. 109

What participation would mean
| Published intention | Boundary |
|---|---|
| Successful suppliers on Lot 1 or Lot 2 would join Lot 3 automatically unless opting out. | The notice does not explain the opt-out process or a separate entry route. Absence of that detail is not proof that a separate route is prohibited. |
| Work would develop and demonstrate capabilities and standards needed to evolve solutions. | Framework membership is distinct from receiving a funded R&D commission. |
| The wider framework would reopen at planned intervals. | Reopening does not mean continuous admission or automatic appointment of a new supplier. |
These intentions come from the UK3 notice. The procurement glossary distinguishes framework admission from a call-off contract. 109, 119
Discovery, alpha and beta
The notice gives a lifecycle boundary, not a detailed delivery method. The following explanations use NHS and government guidance as context. The example evidence is COPPER TIGER synthesis, not promised Lot 3 deliverables. 121, 122
| Phase | Plain meaning | Illustrative evidence |
|---|---|---|
| Discovery | Establish the problem, users, constraints and potential value. | Evidence that a continuity problem exists and warrants further work. |
| Alpha | Test possible approaches and difficult assumptions through prototypes. | Findings on identity matching, record interpretation or a proposed handover. |
| Private beta | Develop and test with a limited invited user group. | Controlled user feedback and operational findings. |
| Public beta | Broaden use while improving the service and testing readiness to scale. | Wider-use findings and evidence for later operational decisions. |
The NHS phase guidance specifically addresses data products, pipelines and specifications. Its detailed governance gates must not be imported as universal Lot 3 conditions. Public beta also does not make patient data public or remove access controls. 121, 122
Relevance to record continuity
Potential research questions include preserving provenance during migration, matching clinical requests to results, and testing handover across organisations. They follow the proposed primary-record model and exchange contracts. They are not announced NHS England work packages.
Research findings, production assurance and operational acceptance remain separate. A prototype can demonstrate an approach without establishing a safe, maintained national or Defence service.
Commercial and evidence limits
The notice does not establish project budgets, payment rules, intellectual-property allocation, acceptance criteria or production support obligations. Its estimate is not guaranteed revenue. The stated lifecycle does not itself promise funding for live operation. These details await tender and call-off documents. 109
Cabinet Office guidance distinguishes a framework's competitive selection process from a competitive flexible procedure used to establish a framework. The UK3's call-off wording needs clarification in the final documents. Do not infer one award mechanism for every R&D commission. 119, 120
For independent research, read the framework guidance, NHS phase guidance and government beta guidance. Final DPC conditions remain in VAL-012.
